Everything you need to know about RTO

The Government of India has the responsibility of maintaining the database of all the vehicles and the drivers in India and this responsibility is carried out by an organization namely, RTO or Regional Transport Office. Every state and city have their own RTO (Regional Transport Office) who carry out their functions and activities as mentioned in the Motor Vehicles Act, 1988. Functions carried out by an RTO

  • To impose the requirements of several rules under the Motor Vehicles Act, 1988, CMVR Act or the Central Motor Vehicles Rules Act, 1989 and the State Motor Vehicles guidelines as stated by the Indian Government from time to time.
  • To ensure the continuous growth and expansion of road transport by managing various kinds of permits.
  • To levy the applicable tax and collect it as per the Motor Vehicles Act.
  • To issue badges for public service

Activities performed by an RTO

 To issue driving licenses: The RTO is a renowned body that deals with issuing driving licenses to individuals. Apart from issuing a license, they are also responsible for license renewal, issuing the duplicate licenses, and conducting driving tests as well.

Vehicle registration: One of the primary responsibilities of an RTO is to maintain a vehicle database. This is done while performing the function of vehicle registration. All the new vehicles need to be registered at the applicable RTO after which you get the license plate of your vehicle. Besides this, they also help in the following:

  • Issue and renewal of the registration certificate 
  • Transferring the ownership in registration certificate from one person to another in case of sale of the vehicle
  • Changing the registration details of the vehicle when it is transported to a different state
  • To record for any hypothecation in the registration book if you have taken your vehicle on loan and then removal of hypothecation when the loan is completed
  • To issue No Objection Certificate when you are transferring your vehicle from one state to the other

Collecting the Road Tax: The government levies certain taxes such as road tax on your vehicle. The RTO is responsible for collecting it. This tax is usually performed while registering the vehicle for the first time.

Vehicle Inspection: The RTO is responsible for checking if the vehicles on the road comply with the rules mentioned in the Motor Vehicles Act. They conduct inspections for the same from time-to-time.

Environmental Concerns: The RTO also addresses environmental concerns as per the Motor Vehicles Act. For example, it conducts activities related to Compressed Natural Gas (CNG)/Liquid Petroleum Gas conversion and PUC (Pollution Under Control) testing centres.

Safety of roads: The RTO performs this important function as well by continuously making all of us aware of the safety measures to be taken on roads in various ways.
